Head of Healthcare Sam Rous has been named Property Developer of the Year

Frontier Care’s Head of Healthcare Sam Rous has been named Property Developer of the Year in the HealthInvestor Powerlist 2025, recognising his drive and commitment to creating vibrant, future-ready care communities.

Sam has steered the Frontier Care team with energy and vision since 2014, delivering over 70 projects and more than 4,000 care beds across the country. Working with standout partners like Quantum Care, Barchester, Oakland Care, Care UK and One Housing Group, Frontier Care has become recognised as one of the most forward-thinking and agile developers in the care sector, delivering design-led, sustainable care environments that place people at the centre.

This year he has focused on embedding sustainability and future adaptability, creating flexible care models that support the continuum from assisted living to full-time care and also wider community use. Through integrating mixed-use elements (such as retail and nursery spaces) alongside care facilities, Sam’s team is leading the way in creating vibrant community hubs. One example is the development of Melwood Grange in Royston which includes a distinct activity space, The Hub, where a bright walkway leading to dedicated activity areas offers residents, staff and the local community inviting spaces for communal living.

Sam has established a strong track record of delivering successful developments on difficult sites, and leveraging Fronter Estates’ multi-sector expertise he has helped operators deliver essential elderly care where others could not. Over 60% of Frontier Care’s sites have been acquired unconditionally, demonstrating his confidence, decisiveness and ability to navigate risk and unlock potential in high-need areas.
